You could use our GP Advanced Select Perk and this snippet to enable the add new option feature on a dynamically populated choice field.

Is it possible to work some magic and connect an excel sheet?

You could import that Excel sheet into Google Sheets and then use GP Google Sheets to populate that data into your form.
