How long can the list be?

Populate Anything returns up to five hundred results by default. Filter the choices to what the visitor needs. For a larger searchable list, add Advanced Select and a filter where the searchable property contains Advanced Select Search Value; that filter enables lazy loading and infinite scroll.

Does the data have to live in WordPress?

No. Posts, users, terms, entries and database tables are built in, a Google Sheet needs GC Google Sheets, and a REST endpoint needs GC API Alchemist. A very large sheet is the one place to be careful: Google’s API filters slowly past about a million cells, so a list that size belongs in a table.
